Kingdom Transfer

Phases
Overview
Many of the most prosperous Governors have been known to seek greater fame and fortune elsewhere in other, more promising Kingdoms.
Limits
During each event, transfers can only be made to neighboring kingdoms with similar progress. (If a character was created a certain number of days earlier than the target kingdom, they will not be eligible to transfer to that kingdom. For more details, please refer to the Kingdom List in the Kingdom Transfer Interface.)
Kingdom Status
Kingdoms available for transfers have been subdivided into two type: Leading Kingdoms, which are relatively stronger kingdoms with Transfer score ranked at the top. While others are Ordinary Kingdoms. Note, Kingdom Transfer Score of a kingdom = Sum of the Transfer Score of top 100 active governors of that kingdom.
Transfer Phases
This transfer event will follow a 3-phase schedule:
Phase I: Pre-Transfer
The Kingdom Transfer Manager in the Pre-Transfer Phase has the power to set a Transfer Power Cap threshold for Governors interested in transferring into their kingdom. Transfer Power is calculated by summing the Governor's Power, Injured Soldiers' Power in the Infirmary, and Reserves' Power in the Enlistment Office. In other words, Governors whose Transfer Power exceeds the Transfer Power Cap will not be able to freely transfer to that Transfer Manager's kingdom in Phase III.
The King of each kingdom automatically becomes the Transfer Manager at the start of each event. But if the kingdom does not currently have a King, then the Transfer Manager role will go to whichever Governor was most recently King (who is also entitled to transfer the Transfer Manager role to any alliance member, but only once.)
Phase Il: Invitational Transfer
In this phase, Transfer Managers can invite Governors of other kingdoms to undertake early transfers to their kingdom through Ordinary and Special Invites. The Transfer Manager may issue Ordinary Invites to any Governor meeting the kingdom's Transfer Power Cap.
Governors who can transfer into a kingdom through Ordinary Invites must satisfy the kingdom's Transfer Power Cap.
The Transfer Manager may only issue Special Invites to Governors exceeding the Transfer Power Cap. Each kingdom and its Transfer Manager begin with 3 Special Invites, 1 of which will be returned on the 1st of every month (0:00 UTC) (up to a maximum of 3).
Phase III: Transfer Opens
This phase opens up transfer to all Governors to transfer to any kingdom they choose as long as they meet the designated Transfer Power Cap.
As with Phase II, Governors in Phase IlI to exceed the Transfer Power Cap can ask for an exemption through a Special Invite to the Transfer Manager. Once approved, this Special Invite will allow Transfer to that kingdom.
Special Invites are not available to Leading Kingdoms in the interests of promoting balanced gameplay, nor can Governors over the Transfer Power Cap issue Special Transfer Requests to Leading Kingdoms. If a kingdom is a Leading Kingdom for 3 consecutive transfer events, it will qualify for Prestige Benefits during the third transfer event, receiving 1 Special Invite. Additionally, the kingdom's transfer limit and Ordinary Invites will be increased (only during the third transfer event). After receiving Prestige Benefits, the consecutive count will reset.
